Britain’s governing Conservative Party was under pressure Tuesday to return more than 10 million pounds to a donor who reportedly said that Diane Abbott, a prominent lawmaker, “should be shot,” and that looking at her made him “want to hate all Black women.”According to an investigation by The Guardian newspaper, Frank Hester, a health care technology entrepreneur, made the comments in 2019, at a meeting held at the offices of his company, The Phoenix Partnership. He has apologized but has not confirmed the Guardian’s account of what he said. Mr. Hester said on Monday that he “accepts that he was rude about Diane Abbot in a private meeting several years ago but his criticism had nothing to do with her gender nor color of skin,” in a statement released by his firm that misspelled her last name. The statement added that he had called Ms. Abbott twice “to try to apologize directly for the hurt he has caused her, and is deeply sorry for his remarks,” and that he wished “to make it clear that he regards racism as a poison which has no place in public life.”

The U.S. Securities and Exchange Commission on Wednesday voted to adopt new rules that will require most publicly traded companies to disclose climate-related risks in their registration statements and annual reports. The rule proposal was first made in March 2022, but the SEC extended the public comment period several times. He noted the SEC has continuously updated its disclosure requirements over the years, including those related to environmental risks. SEC staff members have noted that nearly 40% of publicly traded companies already disclose information about climate-related risk in their annual reports, but there is no common reporting framework. The final rules would require companies to disclose the following:

It brings the U.S. closer to the European Union and California, which moved ahead earlier with corporate climate disclosure rules. The narrowed rule doesn’t include requirements that companies report some indirect emissions known as Scope 3. And small or emerging companies don’t have to report emissions at all. The SEC has said many companies already report such information, and the SEC’s rule would standardize such disclosures. More than 5,300 companies will be required to report their emissions under the California rule, according to Ceres, a nonprofit that works with investors and companies to address environmental challenges.

The SEC move is mandated by the Dodd Frank law, aimed at eradicating behavior seen in the 2008 global financial crisis. The rule is among the last to be adopted under 2010's Dodd Frank Wall Street reform legislation and faced a winding road to completion. Parties covered by the rule include underwriters, placement agents and sponsors for asset-backed securities. The SEC says it will require compliance with the rule for asset-backed securities with closing dates falling 18 months after the rule appears in the Federal Register.

Some of the ads show Black women applying hair products before cutting to a summary of the NIH study’s findings. “We do not believe the science supports a link between chemical hair straighteners or relaxers and cancer,” Revlon said. Lead author White said in a statement in response to Reuters questions that there is currently no strong evidence linking family history of breast cancer to increased risk of uterine cancer. The sisters said they wanted their mother’s death last year following a battle with uterine cancer to mean something. Bush, the St. Louis cosmetologist, joined the litigation in August, she said, because of the possibility that hair relaxers cause cancer.

The headquarters of the U.S. Securities and Exchange Commission (SEC) are seen in Washington, July 6, 2009. FollowOct 18 (Reuters) - Wall Street's top regulator on Wednesday proposed new regulations it said should level the playing field among broker-dealers operating on U.S. stock exchanges by ending pricing schemes that tend to favor bigger players. At a public meeting in Washington, a divided five-member U.S. Securities and Exchange Commission voted 3-2 to propose banning stock exchanges from offering lower transaction prices and rebates to brokerages with higher trading volumes, something officials said creates unfair competitive advantages for larger firms. The ban on transaction price discounts and rebates would not apply when brokerages trade for themselves, SEC officials said in advance of the meeting. In those cases, stock exchanges will have to disclose pricing tiers and the number of exchange members who qualify to the SEC, which will make this available to the public.

(AP) — Arkansas lawmakers voted Wednesday to shield travel and security records for Gov. Sarah Huckabee Sanders’ administration, a day after ditching a more far-reaching proposal that critics said would weaken government transparency. Sanders and Republican legislators on Tuesday backed off a broader plan that would have closed off access to other records, including any “reflecting communications” between the governor's office and her cabinet secretaries. I want to be able to see the documents,” Joey McCutchen, a Fort Smith attorney who has specialized in public records cases, told lawmakers. Sanders is seeking the limits as State Police is being sued by an attorney and blogger who has accused the agency of illegally withholding records about the governor’s travel and security.

Republican lawmakers filed legislation exempting release of the travel and security records after an outcry over a proposal to significantly scale back the state's Freedom of Information Act. Sanders is seeking the limits as State Police is being sued by an attorney and blogger who has accused the agency of illegally withholding records about the governor's travel and security. The newest bill also removes proposals facing opposition that would have created an attorney-client privilege exemption for state records and a change in how attorneys' fees are awarded in open records lawsuits. The legislation filed Tuesday would require State Police to file quarterly reports that identifies by month and budget category expenses for the governor’s security. It would also make the exemptions on the governor's security retroactive to June 1, 2022.

The plan to restrict records has prompted an outcry from press groups, transparency advocates, Democrats and some conservatives who said it undermines the state’s 1967 law that protects the public’s access to government records. Opponents have also questioned the need for quickly pushing for the legislation in a special session. The bill would close off access to records that are at the center of a lawsuit an attorney and blogger has filed against the Arkansas State Police. David Couch, an attorney who has authored successful ballot initiatives on medical marijuana and the minimum wage, said earlier Monday he was working on a referendum effort on the FOI changes if they become law. A Senate committee on Monday endorsed the tax cut legislation, which calls for cutting the top individual and corporate income tax rates by .3%.

The SEC said Impact Theory marketed its Founder's Keys--sold in "Legendary," "Heroic" and "Relentless" tiers--as a means to profit from its business by investing at an early stage. Impact Theory allegedly raised $29.9 million by selling 13,921 Founder's Keys in late 2021, and received $978,000 of royalties from secondary sales. The SEC said Impact Theory also compared its NFTs with "handing ($20) to Mark Zuckerberg in his dorm room," referring to the billionaire Facebook co-founder.
